Athens-Clarke County says permit need depends on lot size, tree location and zoning. Its Milledge Avenue Tree Preservation Area has a separate rule for trees at least eight inches in diameter; do not extend that rule to all of Five Points.
Put the finish in writing
Ask for an itemized scope: pruning or removal, equipment and property protection, utility clearance, every log and branch hauled away, stump grinding and chips if wanted. Get a site visit rather than treating a citywide cost estimate as a bid.
